- Title III-Part A 08-09 Allocation Breakdown - The Title III per pupil amount for the 2008-09 school year is approximately $119.00. As you are aware, students with composite scores on the 2008 ACCESS for ELLs in the limited-English proficient range (English language proficiency levels 1-5) generate Title III allocations for districts. The spreadsheet provides, by district, the number of ELLs in non-public schools and the number of ELLs in the district's public schools, with the resulting allocations for each.
